Two more people have been arrested related to a theft at Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in Lambeth on suspicion of theft and assault and a 23-year-old woman was arrested for suspected conspiracy to commit robbery. They both remain in custody, authorities confirmed.

These detentions follow a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Prior to the incident, a pair of female travelers had stolen from them their suitcases upon exiting a parking garage elevator.

A three-year-old girl was one of the those hurt in the event. Five people went to hospital for treatment and were later discharged.

Officers detained a 31-year-old man for suspected theft and assault near the scene. He has since been released under investigation as the investigation proceeds.

Authorities were alerted at approximately 08:10 GMT after reports came in regarding several individuals hurt by a noxious substance thought to be pepper spray.

The attack - which police said was isolated and not considered terrorism - caused train delays and the partial closure of the Central Terminal Area tunnel and the T3 car park for a short time.
